General Objective

The development of an integrated mechanism to promote a sustainable and quality employment of at least 374 people who are part of the category of young unemployed NEETs aged 16-29, registered with the Public Employment Service, residing in the Center Region.
The mechanism proposed by the implementation team ensures the achievement of the specific objective of the program and the call, thanks to the elements that make it up and the established methods of intervention. The implementation mechanism includes: members of the target group, activities/sub-activities, services, established enterprises.
At the same time, it is aimed to include in the mechanism other entities interested in improving the situation of young people in the NEETs category: AJOFM, AJPIS, faculties with an economic and social profile, public and private providers of employment services / continuous training of adults, social assistance departments, town halls and mass media.

Specific Objectives

Through its specific objectives, the project contributes to the achievement of the general objective of POCU, by promoting measures to correlate the education system and the labor market, through counseling and career guidance activities, in order to prepare 374 young NEETs for the insertion on the labor market.

Specific Objective 1.1 "Increasing the employment of young unemployed NEETs aged 16-29, registered with the Public Employment Service, residing in eligible regions."

Specific Objective 1.2 "Improving the level of skills, including through the assessment and certification of the skills acquired in the non-formal and informal system of young unemployed NEETs aged 16-29, registered with the Public Employment Service, residing in the eligible regions."

Aim

The purpose of the project

The purpose of the project is to address the urgent needs of the target group, needs revealed in the specific strategic documents, as well as combating the problems they face when they want to take up a job, respectively:

• The low level of education and professional training of young NEETs, at the time of transition to the labor market;

• Lack of material resources/financial possibilities to complete the compulsory studies;

• The mismatch between the professional qualifications/experience of young NEETs and the requirements of employers;

• Insufficient development of the work culture among young people and their lack of skills regarding the identification and employment of a job.

 

SO1

Specific Objectiv 1

Increasing the level of information and promotion among young people regarding the advantages brought by the project and directing them to the SPO in order to participate in continuous training and strengthen a career, by informing, identifying and selecting in the first 12 months, at least 374 people who are part of the category of young unemployed NEETs aged 16-29, registered with the Public Employment Service with residence in the Central Region, of which 39 people will be of Roma ethnicity (10.43%) and 77 people will be from the rural area (20.59%).

Specific Objective 2

Supporting the participation in professional training and qualification programs for a period of 18 months, of young NEETs aged 16-29, through integrated and flexible measures such as: organizing and running adult professional training programs through initiation courses, qualification, retraining, improvement or specialization:

• for 304 young NEETs - ICT Skills course

• for 187 young NEETs - Level 2 courses

The programs are aimed at young NEETs from the target group with employability level B, C and D, respectively "medium employable", "hardly employable" and "very hard to employ".

Achieving this objective will be achieved by providing qualification courses in occupations required by employers in the region.

Specific Objective 3

Stimulating employment for the 374 young NEETs in the target group, who belong to all levels of employability, including those of level A "easily employable", by providing specialized labor mediation services, for a period of 18 months, organized and carried out in accordance with the provisions of Law no. 76/2002 on the unemployment insurance system and the stimulation of employment, with subsequent amendments and additions.

Specific Objective 4

Supporting entrepreneurship and self-employment of young NEETs with employability level A "easily employable" by providing support to people from the target group for setting up businesses in the form of personalized support services (professional training in entrepreneurial skills and advice/consultancy/ mentoring for 70 young NEETs and providing subsidies in the form of micro-grants for 12 young NEETs) for setting up new businesses.
